1. Adopt participatory planning principles to enable urban district
residents to control development in their own district.
2. Promote greening of cities with block sized parks at centers of superblocks.
3. Connect all parks with elevated pedestrian circulation system.
4. Close all park circumferential roads to vehicular traffic.
* Institute
new zoning regulations requiring all future development to be mixed
use as stipulated by district residents, air rights over all urban roads
ceded to adjacent properties in compensation for severe set back restrictions
adjacent to parks.
* Exterior walls allowed only for residential and community facilities
or light commercial if resident approved.
* Roofs should be flat and required to retain about 60 cm. depth of
earth. except where paved for pedestrian use, or exceptionally, for
VTOL landing pads.
* Organic wastes to be hygenically composted and sent back to the soil.
* Manufacturers should be required to take back their products for dis-assembly
and re-use.
* Surplus rain water should be collected for re-distribution in hot
dry weather.
* No processes or activities producing toxic emissions should be permitted.
